Delete Artifact Version

Deletes one version; its number is never reused. Deleting the head makes the newest remaining version the head. Deleting the shared version shares the newest remaining earlier version instead, or, with none earlier, stops sharing. The only remaining version cannot be deleted this way (422 ARTIFACT_LAST_VERSION): delete the artifact instead.
